Call Forward Gets Fast Busy For 10 Seconds After 1st Call

Inbound PRI DID calls Call Forwarded to a hub site over SIP trunks completes once, then fail for 10 seconds, then complete again. Both sites are CS1000MG with a recent 6.0 upgrade. During the 10 second window, that calls fail, the virtual D-channel shows no message. The D-channel to the LEC shows "CAUSE: #42 - SWED EQIP CONGESTION.
 
Check your FOPT in LD 15, it's most likely the default of 14. You will find it in two places NET_DATA and RDR_DATA, try changing it first in the RDR_DATA to 0
