Call Forward from off site 1

I have a customer who wants to forward 2 phones (2616's) to their cell phones in case of a blizzard and they can't get into the office. In a normal forward condition, they want the calls to forward to voicemail, but when a blizzard strikes, they want me to reprogram their 2 phones to go to their cell phones (I need to do this remotely).

How do I program it?
