Call Forward External out of Voicemail

Have a BCM50 r.1. Call Forward external works fine if you call an internal extension, OR call their DID, OR live transfer the call to them. The only time it doesn't work is a transfer out of the Auto Attendant, either by dialing their 3 digits, or through a CCR tree transfer. Any ideas?

Are you using routing .Need to include the 9 in the #.

Are the ports assigned to the VM restricted For toll fraud.

I am using routing and yes the 9 is included. I haven't restricted anything. I have never had to modify the voicemail ports before to get this working, but I have given all the ports pri access, and still nothing.
