Call Forward Billing?

We are using an Avaya system with 4620SW IP phones. If someone call forwards their phone to a cell phone with a long distance area code, do incoming calls that forward to that long distance number get billed as a long distance call, as if the extension receiving the call is dialing out to that long distance number when the call is forwarded?

I assume that means "no". Sorry for the stupid question.
 
A forwarded call takes up two lines for the duration of the call. The line in from the caller, and the line out to the call forward destination (which is placed by the IP Office). If the IPO is forwarded to an LD number, then yes it will be billed from your provider as an ld call for the duration of the call.
