Call Forward ALL- Second line not shared

Is there a way to configure a 7961 to call forward all the second line DN? CFwdALL softkey forwards Line 1, but not line 2 and user doesnt use CCMuser Web. Line 2 isnt shared, it is another DID number used as a "private Line

CCMUser web page is the only way I know of to CFWD All the second button.
