Call forward all on 2nd line

Right now if I click on any line other then my main one and hit CFwdAll i get the error "That key is not active here" anyone know of a way to make that key active? I know I can change it in CCM but some of my users need this option as well and it would get old having them call me

give them access to ccmuser webpage (not ccmadmin) and they can do it themselves.
