call forward(all calls) from analog station to cell phone on Mitel 200

I am trying to forward all calls to a cell phone,from an analog phone on a Mitel 200 ICP,I have turned on options 245 and 208 and have set up abb. dialing entry # 1 with the cell # whenever I dial the call fwd acc. code I get the reorder tone can some one please help? if someone could possibly tell me the programming I need to check on and also how to actully use the feature(how to turn feature on and off)any help would be greatly appreciated

You also need to check the form 30 device interconnection settings to allow trunk to trunk connections

In COS - Check options 313-319 for trunk to trunk connections for both the trunk and station

System option 22 or 21 allows incoming to outgoing call forward

Newer systems might have the Qsig option enabled in the trunk cct descriptor if using PRI. This should be disabled if not in use.
