Call Express 3 Versus Option 81C

The voice mail ports (all of which reside on 2 cards in the Option 81c) read 'BUSY' every so often. I get inundated with calls saying that when people try to retrieve their messages - they get a busy signal...logically. My question - therefore - is:
Is the Option 81c bear some responsibility for the 'timeout' of said ports for the voice mail system or does the voice mail system itself bear the full brunt of that chore? The voice mail system is a Call Express 3.
 
I feel it may be the channels going into infinite loop ,Do u have any menu services defined/ or the other reason may busy tone detection from external trunks which is helding up the voice mail ports.
