Call drop dialing on Sip Trunk

Senerio - System A BCM400 with Sip trunks and 85 phones. 83 can 4 digit dial anywhere in the network using the sip trunks. Two phones cannot dial one site 31XX, as soon as 4th digit is dialed we get reorder tone. Created access code for that pool and those two phones can dial XX 31XX no problem. If you remove the name from the extension it can dial 31XX, however the other 83 phones have a name on the ext. All routing and dest codes are correct we have tried different phones and ports with no difference. Has anyone seen this before.
 

Make sure all patches have been applied to all your bcm's.
There was many issues with SIP trunking.
 
All bcms are fully patched. If I change the name to something other then that user it will 4 digit dial, once you put the users name in it wont dial unless you prefix it with the access code. I have 3 BCMs in the network and 2 of them are showing the same symptoms, I have never seen this and was wondering if anyone else has. Nortel will be in this today, but it takes a while for them to evaluate before a fix is in.
