call does not go through VOIP

Hi

What is the reason that after dialing to another GW we receiving one ring back and then a dial-tone and the call doesn’t go through (the dial tone seems to me as the American dial-tone, and we are dialing to Germany)
Is there any thing that I can change so the call will go through (the other side doesn’t know to configure their GW).
