Call Center never answers

I have a CallPilot 100 connected to a CICS. Skillset 1 is configured with CDN of 229 (also tried 280 and 233). When a call is transfered to that DN, it just rings and rings. The first step in the routing table is play greeting 1, which is recorded. Delay Anwer is set to 0:00. I've confirmed that the skillset is enabled. Call center is not distributing the call to agents that are logged in, and it is not playing the greeting. I'm not sure if there is an appropriate range of DNs, so I've tried a few. I'm using the default DN numbering with the first digital telphone being 221.

Ideas?
