call attendant directed call not going to user voicemail

Hi All,

I have a surprise issue where an incoming call is directed to a user via dtmf, the call goes through to the user, but when call is not answered, call is disconnected, instead of going through to user voicemail.
If i ddi call to the user, and call is not answered, the call does go to the users voicemail.
we have a configuration that was working, nothing has been changed as far as i can see.

Aasta 430 system.
