CAG & coverage paths

Here is the scenario...

Coverage Answer Group 1 = (x1, x2, x3)
Coverage Answer Group 2 = (x1, x2, x3, x4, x5)
Coverage Path point 1 = c1
Coverage Path point 2 = c2

A call covers and rings x1, x2, and x3 3 times, then rings x4 and x5. x1, x2, and x3 do not ring at coverage path point 2.

x1, x2, and x3 need to ring at coverage path point 2.

Any ideas why they won't ring?
