Cable speed issue

I've been having an annoying issue with my Cable based service.

Machine is lean and mean, no overhead, no viruses or trojans. Pentium 4 3.2ghz, 2gb ram XP Pro, Norton Corporate AV.

I work IT support so I know my way around a computer to say the least but I am stumped at this issue.

There is a delay from when I click a link to when my machine starts recieving the data. Speedtest.net shows I have a 48mbit down speed, this is pretty fast. I check a friends DSL connection they are getting 1.5mbit down but the pages load almost instantly, no delay.

I have a feeling my provider might be ripping me off by either doing some packet delay trick or offering cash kick-backs to the speed testing sites.

Any ideas?
