Cable modem problem on WAN

We have a WAN that is connected by LAN City LCb cable modems. One particular modem keeps going on and off line intermittantly. It seems it might be related to collisions or network traffic. We tried replacing with a new modem with no effect. We were wondering how we could find out what could be causing the collisions, or why it goes on and offline intermittantly?
 
To follow up, the problem of the cable modem going on and off line happens just in the busy part of the day, and not during the evening.
 
offthe top of my head I would say that it is a problem on the network (not yours). next time that happens call your ISP's support ASAP!! ask them to check your SNR (signal to noise ratio) this is the biggest problem on cable networks. remember it is also a "shared" network meaning that the more people online the worse the connection will get. working at cable ISP's in the past I have found the best way to get the problems resolved.

1. call, call, call, call!!

2. make sure the tech you talk to knows wat they are doing and what to check (SNR, packet loss, ect.) make sure to have them submit a ticket and get the number from them.

3 keep track of the times of day it acts this way. a customer of mine had this problem everyday last summer until they finally after tech visit, after tech visit found that it was a electrical transformer overheating at the same time everyday somehow cuasing the drop of signal. this is probably not your problem however it could be so many different factors you never know! thats cable internet!

4 when dealing with LAN's always try to take some time (after hours or internet downtime) to hook one p.c. up to the modem to see how it acts online. same problem? problem resolved? it would answer some big questions you may have just by doing that.

Much appreciate your suggestions. There is a construction site next to the building, and we're looking at the possibility if it might be causing power fluctuations. The computers in the building seem OK though.
