WE do this all the time at the company I work for and the way it is charged depends upon a couple of things.
1. Just to test and document the results with no corrective actions taken.
2. To test,document,troubleshoot and fix,then re-test and document.( This may include replacing cabling).
3. To certify is a different matter as it depends upon the product used and if the company I work for is authorized to do so. (This means a warranty is given but you have two different types of warranty: A. In house,where the certifing company warrants it itself and B. Where the documentation is passed to the product maker and they warranty it).
NOTE: We do not warrantnor certify any cabling that we did not install.
Depending upon the options above,you may pay a per cable charge or an hourly charge. Normally,during the inital install we include the testing etc in the bid or charge a fee for it and for the documentation on a T&M basis.
Certify A cat6 cable" as in one cable? It would take 5 minutes tops. You would have to pay someone with the proper equipment a minimum of an hour so call it $50-$100. That said, if you had someone come in and run and certify a new cable, they may be will to test/certify the existing cable for free.
Just to test it and give you the results,as I mentioned above is what you are looking to have done it seems.
We do it for $10.00 a cable if you have a small installation and only one person is required.
For larger installations that may require two people,we normally suggest doing it T&M (time and material),which is an hourly rate with documentation sent to you at a small additonal charge.
The hourly rate will vary according to the company you hire,and the location of the site to be tested.
You would also have to keep in mind,that in order to test each station would be taken off the network during the test,so if it requires testing on weekends (which I would suggest),or off shift will involve a shit differential charge.
Remember: Not all test equipment is the same. The better ones would be like the Aligent Wirescope and Fluke. Go to their websites and look at what they do and samples of the results screens, which of course,the print outs would be about the same.
We have a couple of the Wirescope 350's and also test Fiber with them.

Sorry about the typo above and I confused certifing with warranty.
The per cable charge plus the hourly labor charge would be around the $75.00 price quoted,if only one person is needed,with an extra hourly labor rate charged for a second.
Add the documentation fees and certifing the cable should be done,if you are terminating both ends then stick around to correct your goofs,or you will be charged for fixes.
