CA policy settings folder absent

I have installed an Enterprise Root CA, and Microsoft tells me that I need to access the Policy Settings folder in the CA MMC in order to set it up to issue certifiactes for smart cards. (

However, when I go to the CA MMC, the Policy Settings folder does not exist. I do have other folders, just not the Policy Settings.

Does anyone know why the folder isn't there? Or, does anyone know a different way to set up the CA to issue certs for smart cards?
