CA C7 license and permit question

Read the thread above and have a couple of questions. We've been approached to do a job in LA and San Diego next year.

Who needs the license? Each employee doing the work or the owner?

Are city/county permits required?

Generally speaking, will you pass inspection by following BICSI guidelines?
