C:\Program Files\Exchsrvr\Mailroot\Vsi 1\Queues filling up

My C:\Program Files\Exchsrvr\Mailroot\Vsi 1\queues folder is filling up on the hard drive. Some of the messages are 3 days old and the others get processed as normal. The only way I can get rid of the old messages is to stop the services and restart them. Does anybody know how to get rid of these messages? Also are these messages internal or external messages?
