After installing C++ Builder 6 using an Administrator account, I had problems using it under an ordinary user account. It was a matter of setting file permissions in the program directory so that the ordinary user could write to it.
If you're security-conscious, you could set permissions for individual files; if you're not, then just set permissions for the whole directory tree.
