Bypass or Disable Outlook Macro which has Application.Start_Up

I added code to Application_Start_Up with Application.Quit

So now I cannot keep Outlook open to do anything within Outlook

I can't bypass it to keep Outlook open like I can with Excel and Access

How do I bypass the Application.Quit or Application_Start_Up so I can keep Outlook open?
 
You can try one of:
1. find VBAProject.otm file, move or rename it. However, you will loose other outlook vba macros,
2. remove location of the above file from trusted locations, outlook should run with disabled macros,
3. run in safe mode: either hold CTRL or in command line with switch: outlook /safe (I have no outlook at this moment, hope that this may disable vba project too).

I don't think the Application_StartUp is what I need to do.
Need to get that VBS to run the Macro with Windows Task Scheduler.
If you know the correct command, please advise.
