Buttons Do Not Appear In Browser

Hello,

I created hover buttons in Frontpage 2000. On everyone' computer EXCEPT ONE the buttons appear when you click on that page.

I have tried looking at internet options but even when I put all the same things as someone else's computer that it does run on, they do not appear.

What am I missing ?
