Button mouse over cursor

I have some buttons that do not do anything when you click but scroll some text when you roll over, there are other buttons that clik through to links as well. So when the user rolls over the linking buttons the cursor should change to the hand indicating a link but not when they roll over the non-linking buttons.
Is that possible? ie. i want to stop the cursor changing to a hand on roll over of the non-linking buttons.
