Busy Tone when doing a I*70 on a Partner ACS Rev 3

We get a busy tone on a Partner ACS when trying to do a simultaneous page I*70. I*XX to individual extensions works just fine.

What could be the problem?

Make sure the phones you want to page are in a calling group, if you want all your phones to page on speaker phone then assign them in a group ie 1. If you just want the overhead paging to work then just dial I 70.
