Busy tone when dialing out from Directory/Phone Book Phone 1416

Hello,

Help is greatly appreciated. Phone 1416 on a IP office 500 V2 10.1. When my client tries to dial out from directory/phone book from Phone 1416, instead of dialing out it gives a busy tone. Please help out, cant seem to figure it out.

Do they have the dial out code (9) entered with the number?

I had this problem before, does the phone select a line automatically ?
if not use auto line selection program to set witch lines the phone selects when going off hook.
