Busy tone on release 3

Since I have upgraded to release 3 I cannot hear the busy tone for internal calls (when the called user is already calling).
On the called phone will lamp the b= line and the calling user hear free tone.

How can I do?

I think it was 2.1.27.
And busy tone was working

Try to modify two parameters :

1-locale busy tone to enable if necessary in system\telephony

2-off hook station in user\telephony : if enabled the phone hangs up when destination is busy (without generating busy tone).

This is normal operation on R3, and most people find it an improvement over the old Call Waiting method, which I'm assuming you had disabled.

If you want to restrict users to only getting one call at a time, remove all but one of their call appearance buttons.

Can you transfer a call with one appearance?
I'm guessing not.
I would consider a field to restrict last call appearance to outgoing an improvement.
