Busy tone after hangup

Dear experts,

Is it any parameters to control to send the busy tone after the phone was hangup in CS1000?
including the internal calls/ external calls

when a caller (internal or external) hangup before to hear the bit tone from the voice mail system, a silent record (voice message) will last for 9 sec. and send it will send to the called party. So if we had receive the busy tone, then no silent record woukd be set.
