Busy Signal Question

I have an issue with target lines on a PRI. What would cause a target line to ring busy besides that target line actually being used? During certain periods of the day all of our target lines will ring busy even though all B channels are not being used.

For instance:

PRI >> Target Line 273 >> Rcvd #1905

This setup routes and rings fine most of the time but for some unexplained reason will ring busy during certain times. There is some other factor that I am missing. Does it have to do with my target line trunk/line data setup? I have it set if busy To prime: 2300. The thing that stumps me is it will ring busy even if the target line has no one using it and B channels are available. Any ideas are appreciated.

Update: The busy signal starts at exactly 8 active channels being used - so 8/23 channels showing as busy after that no additional B channels are allocated. Could this issue be caused by MSC configuration or DS30 split? Maybe i'm looking too hard into this.
 
I would check the provisioning of the PRI to see if it's fractionalized. I've seen this happen when the telco is delivering an integral access device that combines internet bandwidth and voice channelling into the same pipe.
 
I cheked the PRI with the telco and everything checks clean on all 23 channels coming into the PRI. It has to be something in the config on the BCM but I am still totally stumped.
 
Check the Provising of the PRI in the BCM.

Finally figured out what the issue was. Channel 16 of the PRI was continuously showing as busy. Even after rebooting the BCM the channel would stay busy. I changed the signalling method to "Ascending Sequential" instead of descending and somehow that free'd up the channel.
