busy/out of office hours announcement on TVM50-TDA100

Do you know why the busy announcement is not play when the user is busy and the caller heard only the not answer announcement???

you must record all 3 greetings busy,no answer,after hours greetings and then each ext must be forwarded busy/ no answer to voicemail floating directory number.
and the tvm should be custom dialing menu and should
do a blind transfer
