How do I setup the system so if the operator doesn't answer it then goes to ext 115 and if she doesn't get it it goes to 140 and then to 136?

You could put a delayed-ring Primary Cover button for the Operator ext on ext 115; then the same type of button for ext 115 on ext 140; then repeat for ext 140 on ext 136. You will probably need to change the Transfer Return times to 6+ rings under Options and under Auxiliary Equip, VMS/AA - or the call will never cover back to the Operator's mailbox - in case noone answers.
