business continuity on a website

i'm not an english speaking person, so i'll try to schematize my question
to make me more understandable

- i have to solve this problem:

to have business continuity on a website.

- what i have:

a primary site (site1) with a public website, a page
of this site must be on ever (is normal html page with no encryption).

a secondary site (site2) for disater and recovery where i can setup a new website.

sites are connected togheter by 2 MPLS with 2 ADSL

- what i though to do:

make a backup of the website on site1 once a day, when user uploads new information
and restore them to the site2 website.

- the question! :)

what can i do to make public DNS switch to site 2 if site 1 is offline?
or more easily, what i have to do to achivie that task?

site1 and site2 of course got different public IP.
