Burn DVD from various file formats

I am using OJOsoft to create any of the following video files:

MP4
AVI
MPEG
MOV
VOB

etc.....

Once I have the actual file created, do I need DVD burning software to create an actual DVD? I was under the impression that a VOB file can be read by any DVD player, therefore, I just copied my VOB file to a DVD (just in windows explorer) but no luck playing this on my DVD player.
 
create two folders, one called Video the other Audio, now copy the VOB files into the folder called Video... leave Audio empty...

but my guess is that the DVD Player is looking at the book type, and if that is the case, then get yourself a DVD burn software, e.g. Nero, or XPBurn, they will assist in creating the correct format for the DVD so that it can play on your stand alone device...
