This is actually very easy to do if you get your import CSV correct.
Do a Directory Export first on one of your recipient folders, that'll give you a good idea of the correct CSV layout.
The CSV will let you import (from memory) First Name, Last Name, Alias Name, Display Name, Permissions, DL Membership E-mail Addresses, and anything else (Delivery Restrictions is a good example) can usually done with a Recipient Template.
