Building Filters with NBII don´t work!

I need another help with building filters..

I´ve got 4 Cards:

Port 1: 192.168.1.0
Port 2: 192.168.2.0
Port 3: 192.168.3.0
Port 4: 192.168.4.0

I want, that the router only routes from all Interfaces to the Interface !4 (192.168.4.1- connected to the internet router)!

I tried the following:
i.e.

1.) setd !2 -fw control=filter
2.) setd !2 -fw defaction=deny
3.) add -firewall filter permit from 192.168.2.0/24 to 192.168.4.0/24

after step 2, i can´t reach any port, that works!

After step 3, i can reach ALL port´s!

But i only want to reach Port 4

What´s wrong!?
