building a multilevel system

I've been building a multilevel application.
I want users to register and once it gets to lets say 15 people on board the board should break into two i.e. splitting the board into two and putting the first person on the board into another board level i.e. level 2 once level two gets to 15 it should also break into two givving birth to level three.

Can someone please help on how to populate a database with a previous record from another table in the same database.

you don't want separate tables for this, you want a single table including a "level" column
