We want a message board on our intranet.

Does anyone know if we need a dbs layer to do that?

We heard that FrontPage could do it as well - anyone have experience with that

I guess the main question is what kind of applications would we need?

For the question about the FrontPage, ask in the respective forum:
As for the rest, HTML cannot do it alone. You will need some kind of server-side scripting, dependent on what you use in your intranet. Then just ask the question in the appropriate forum that deals with that language. There are numerous free options on the internet for a complete message board script that cover a wide range of server-side languages.

Yes you need a database and some server technology like ASP, PHP, JSP, Perl, etc...

You do need a server side technology, but depending on the complexity required you do not need a database.
It may be possible to work with flat text files or even XML.

Generally though, messageboards and fora use databases
