build Web report CGI

I have an issue building web report(CGI way) by using
*MICROSOFT IIS(personal web server)
*REPORT60 server
*ORACLE Database
NO problems with IIS and CGI so far, however when testing report server by "rwcli60 server=Rep60_LIYCPQ report=abn_list.rdf userid=cos/cos@cos_dev", always get error message "can not connect to report server Rep60_LIYCPQ".
All parameters are correct, Rep60_LIYCPQ was given by installation, report name is correct and is under the directory, userid is valid too.
The entry of report server is in tnsnames.ora(C:\orant\net80\admin) like "Rep60_LIYCPQ,Rep60_LIYCPQ.world=(ADDRESS=(PROTOCOL=tcp)(HOST=LIYCPQ)(PORT=1949))", which was also generated by installation.
Before I test report server, I checked service in NT, it indicated service for report server was running.
I don't know what else I should do to make report server work properly.
Please give a hand!

Hi Jonathan,

I had a similiar problem. Here is what I did...

1- I deleted the entries in my TNS Names, restart computer.
2- I manually entered the TNS Names.
3- Restarted computer.
4- Checked to see if I was ablt to connect via SQL*PLUS.

That seemed to fix the problem.
