Yes, you can, but it is a lot of work.
As far as knowing what you would need...If
you have to ask you are not ready to build one,
sorry.
You can get a minimal distribution and
build atop it, thats what I would suggest you
do if you are unsatisfied with the current
offerings.
I don't mean to sound harsh: Often I customize
my installs so they are not totally SuSE anymore.
Most power users do, after awhile, get irritated
with the extras.
I've heard that slackware is good as a base.
I agree with marsd. If you had to ask, you are no where near ready to build from scratch (no offence). That is not to say you shouldn't start learning how something like that is pulled-off. Go for it-go do your homework (although it might be easier to get a PhD....just kidding ).

Something you might think of as an alternative:
Strip the version you have now of the things you don't want or need, and add the things you don't have.

Mabey for you guys, it might be difficut, but with minimal instructions I along with many others can do it. Don't judge people you have never met based on your own failures in the past.
This may be a great way to start, you should get the support required to make that happen. And just a side note, I dont think Cadwalader or marsd were being mean, just trying to let you know you've asked to tackle a bear of a project, and it really does require alot of skill to perform.
