BUG4382 - VOIP phones - can't dial out nor receive incoming calls

The error definition is:
BUG4382
Procedure BCSTO. Invalid TN found in TERMINAL. *CRPTR)

Severity: Minor

When I stat the TN of the IP set, it is unregistered.

A ping command in the PBX to the set's IP in LD 117 is successful.
A ping command from my PC fails.
Disconnecting the network cable from the phone and reconnecting it, seems to bring the phone back online.

The BUG4382 error definition isn't very descriptive for me to find out why this is happening. It says it is minor, but if it disconnects the phone, it isn't minor in my opinion. Has anyone else received these errors and were you able to resolve them?

Check sscommonlog on signaling server in /var/log/nortel
Check TPS on Signaling Server is running
OVL 117 check stat serv

LD 117 Stat Serv shows all links up
TPS is running

The sscommonlog shown below has a lot of these failed to terminate keep alive transactions.....not sure if this is normal or not.

Looks as Gatekeeper unstable
If you can i would restart GK in NRS first and check logs again

Would restarting impact service for digital sets or just IP sets? We have both.

Restart GK has no influenz if you system is running traditional trunks
Can you make internal calls ? Digital to IP ?
IP to IP ? Digital to Digital different cabinets ?
Check in overlay 117 ip phone state => stat iset all
and => stat serv
I would check MGC Channels in ovl 32 too
exampel "stat 0 0 11" enter for MGC 0/0
Check all this first
Before restart GK
