bug in Access?

Or perhaps this is not a bug and someone knows a way to get around it...?
I have 2 different ways of accessing a form of mine. The first way allows the user to add a new record. I have created a macro so that the user can ONLY add a new record...can not view other records, edit othe records or anything. The second way allows the user to edit a record. On the properties I have selected NO for allowing new records and when I save and preview, the button enabling users to create a new record is DISABLED. However when I close out and then get back in, my changes are no long there! The button is enabled again! Every time I go in and save and then get back out...close out and go back in...the same...it is enabled! Why? Is this an Access bug?

Your button seems to be enabled by default. Go to Form's design, click the button, display the properties and set the Enabled property to No. Then save the form, close it and open it again.

I'm actually referring to the navigation bar on the bottom of the form. You can go to a record, go previous, next, first, last...and new. When I say 'no' for enabling new records and then preview, it is disabled. When I save and then get back in, my changes were not saved. It does say 'no' for enable new records...that is why I wonder if this is a bug. Can I view the properties for the navigation bar?
