The easiest way is to go to that page and right-click on the image and choose save image as ;-). I'd figure it out for you, but I had to uninstall Photoshop due to lack of hard drive space! :(

1)Create a new layer
2)With the elipitical marquee create a circle, fill with a colour (Keep selection active) dont deselect!
3)Create another new layer and with the selection still active click on the your new layer and go to Select - modify - contract (10 pixels), then go to Select - feather (5 pixels(,then fill with same colour as first fill then whilst selection is still active click back to your first layer u made and press delete, then lower opacity on the second until it looks right to you.
3)merge the two layers, then to create more circle duplicate layer then on new cirle layer press ctrl +U and then choose colorize and alter the colour, just repeat this for the rest of the circles u want.



Remember to experiement with opacity and fill levels
