This took me ages to work out, and BT will not help, so I thought it worth passing on:
If you have ADSL through BT Openworld, and want to use
the Draytek Vigor range of routers instead of the BT
supplied ones, to connect to the internet with a fixed
IP (what BT calls No NAT)...
You need to be aware that unlike most ISPs the fixed IP address is really an alias - your router will pick-up a dynamic one from BT and you need to alias it in the router.
Step 1 set up your router to get a dynamic IP, use your login and password from BT. Then click on the 'WAN alias' button.
Tick the 1st 'enabled' check box and complete your fixed IP address, then tick the 'join NAT Pool' checkbox.
Click on 'Ok' then 'Close' (after the address reappears) and the 'Ok' to complete the configuration.
