BSR Vector Event Error 278 - From Site B to A but Not Site A to B

Here is an odd one. I get the following vector event error when trying to do BSR between two sites:

278 No BSR Data in Response

A consider location command failed because the
status poll did not return data in the DISCONNECT
message. Vector processing continues at the next step.
Polling of this location is temporarily suppressed.

The odd thing is, it works fine going from site A to site B, but this error happens when going from Site B to site A.

I've looked at all of the settings and they match up (outside of the VDNS for status poll and interflow VDNs). I have also verfied that it is not polling suppresion, it just isn't getting BSR data in the disconnect mesage, but only from site B to Site A calls.

Any ideas?
