BSR - 'Consider Location'

First you set up a BSR Application plan...
"add best 1" for example
Then you set up the locations and how they route there for the Polls and Interflows.
Then you assign that BSR Application plan to the appropriate VDN. (The VDN Override Field comes into play, because it uses the Application Plan from the first "N" it gets to.)
