I have several s8300E's running AVP to support CM, but now we are looking to deploy SIP phones and I need to get BSM working. It looks to be installed but isn't configured. Can anyone tell me what the process is to get one online and linked to SMGR?

Build out the SIP Entity/Branch Session Manager in SMGR. Run SMnetSetup on the BSM. This will register the BSM with SMGR. Make sure to modify the LSP to add the BSM in the LSP.
