Browsing to the 46xxsettings in Server Edition

I have noticed on a customer's Server Edition system recently upgraded to R11.1.2 b239, I cannot browse to

http://ip

address/46xxsettings.txt but if I use https:// it will work fine. However on other customer systems, I can use either http or https. I cant seem to find the setting that controls this. Does anyone happen to know how to allow this?

This is most likely your browser, which prefers https for sites formerly visited with https
Maybe try a different browser or old IE.

Is port 8080 open in the firewall setting.

Port 7071 > settings > system
