Browsing issues when DC goes down

Hi can anyone help, I have 4 dc's, 2 2000 server and 2 2003 server. Last week our 2 2000 dc's were switched of by mistake and after after a few minutes peoples started to complain that they couldn't browse the network and were losing conection to networed drives. The 2 2003 dc's were still online and have all of the FSMO roles. Can any one tell me what I am doing wrong because I thought that if a dc died and you had others you should be able to carry on with out any problems? One of the 2000 dc's is the DHCP, and WINS server and 1 of the 2003 is a dns server as wellas both the 2000 dc's

Your 2000 DC's were likely your GC's, make one of the 2003's a GC as well.

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.
