Browser printing of Oracle Reports 10g

Team needs tip about printing Oracle Report from IE browser.

PROBLEM:
Report headings "slide down" on each printed page.
First page, the headings are at the top.
Second page, the headings begin about one inch lower on the page.
Third page, the headings begin even lower...etc..
A blank page is the last page of output
SOLUTION:
Browser default of .75 inch margin top,bottom,left,right creates the situation where report maximum width must be adjusted. Landscape report width must be scaled down from 11 inches to 9.5 inches. Similarly, the height must be modified from 8.5 inches to 7 inches. This resolves the "slide down" issue. There is still a blank last page.
QUESTION:
The above solution requires manual alteration of more than one hundred reports. Many reports require moving every output field in the Page Layout to fit within the new page boundary. Can this be resolved by implementing thru existing CSS? Is there a "shrink to fit" technique using CSS that can be implemented in Oracle Reports?
The reports are displayed on the WEB and the typical user will click the browser print icon to print.
Team needs:
(1) CSS technique to shrink each page of report before printing
(2) CSS technique to set the Orientation to Portrait or Landscape, as necessary for each report.
(3) CSS technique to get rid of that blank last page.

Any tip related to this matter is appreciated.
