Browser gets SHDOCLC.DLL error

ON a couple of NT workstation machines when IE 5.5 is first started they get a page cannot be displayed page. when they hit refresh the correct web page comes up and if the browser remains up it is fine- its only on the startup.
the error comes from the DLL- SHDOCLC.DLL. We are behind a MS Proxy 2.0 server on NT 4.0. Any hints? I suspect it is McAfee virus scan-- If i disable all the scans and enable all BUT the system scan it works fine-- FOR A WHILE-- then starts up doing it again.
