browser can't open form

We are currently running an instant messaging application that is run through the web-client using javascript. It is launched by clicking on a link that launches the messaging window. The url for this link end as shown below:

"/WebConnectLaunch?OpenForm"

Some users are unable to launch the messaging window, and clicking on the link yields no results. When the full url is pasted into the browser window and I hti return, I am sent back to the previous page.

Any ideas?

PS We are running in Internet Explorer 6. Windows 2000.

It could be more complicated thing, but i have one thought about that kind of problem. Thats the security settings property: "allow third party and so on" ( can`t remember the perfectly right description for this setting but something like this)
